The KCDA Management Team is focused on addressing the procurement needs of our affiliated school districts and other public sector members.

Barry Fredericks - Warehouse Manager

Barry has worked at KCDA for 20 years and has been the Warehouse Manager since March of 2005. He has over 25 years’ experience in the warehouse and distribution industry.

He graduated from Washington State University with a Bachelor of Science degree. He is a former member of AAHPERD and WAHPERD professional organization and is currently a member of the USTA.

Dane Hewitt - Director of Marketing

Director of Marketing Dane Hewitt joined KCDA in January 2014 after spending the previous decade working in the food distribution industry in the greater Seattle area.  Prior to joining KCDA Dane worked as Sales Manager for Ocean Beauty Seafood’s in Seattle and spent the last eight years managing the Sales, Marketing and Customer Service Departments for the Medosweet Farms chilled and frozen food distribution facility in Kent, WA.

Dane’s food industry experience includes working closely with school districts, colleges, universities and a variety of other public agencies throughout the Pacific Northwest.

Earlier in his career Dane spent 12 years of working for what was then the world’s largest member-owned cooperative, FTD (Florists Transworld Delivery) as their Pacific Northwest Regional Manager. Dane’s background includes a Degree in Communications from the University of Puget Sound in Tacoma, WA.

Dave Mahalko - Executive Director

Dave Mahalko has been with KCDA since 2009 and serves as Executive Director.  Dave is responsible to the Board of Directors for the operation of the Purchasing Cooperative within established policies and authorities.  Prior to his current role, Dave served as KCDA’s Director of Marketing and Customer Service.

Dave has over 25 years of executive management experience in both the private and public sector with expertise in account management, strategic planning, and brand development.  Prior to joining KCDA, Dave held management positions in sales and marketing with Northern Marine, LLC and Filtrona Extruded Plastics.

Dave is a member of the Washington Association of School Business Officials, serving on the Legislative Affairs Committee, and a member of the Washington Association of School Administrators.  Dave also serves on the Marketing Committee for the Association of Educational Purchasing Agencies (AEPA).

Dave has an MBA from Seattle University and a Bachelor of Science in Marketing from Montana State University.

Judy Isaac, CPSM- Purchasing Manager

Judy Isaac has been the Purchasing Manager at KCDA since March of 2012.  She has worked  at City of Shoreline and City of Redmond, as well as with the Lake Washington School District, acquiring over ten years of experience in public purchasing. In addition, she has over 14 years private sector experience with service, construction, distribution, and international companies.

Judy holds a CPSM certification issued through the Institute of Supply Management (ISM). Her educational background is in Business with an emphasis in Purchasing and Accounting. She is a long time member of the National Institute of Governmental Purchasing (NIGP) and the Institute of Supply Management (ISM).

Judy is currently a member of the Diversity Committee with NIGP, does community volunteer work with other members in these professional organizations, and serves as volunteer treasurer for a political action committee related to the health industry.

Riesa Ragan - Human Resources Manager, PHR

Riesa Ragan joined KCDA in May 2014 as the HR Manager. She has over 17 years’ experience working in management spending the last 8 years in Human Resources in both the private and public sector with expertise in human capital planning, payroll, full cycle recruitment, employment law, and employee relations in both union and non-union environments.

Riesa has her PHR (Professional in Human Resources) and is a member of the Society of Human Resource Managers (SHRM) and SKCHRA (South King County Human Resources Association).

Robert Payne - CFO

Robert Payne has been the Chief Financial Officer of KCDA since October of 2005. Along with the time spent at KCDA, he has almost 40 years of professional experience in the areas of accounting, finance, taxation and management. He has worked in wholesale distribution, real estate development and management, and spent several years working as a licensed CPA.

Robert is currently the chairman of the King County Investment Pool Advisory Committee.  He is also a member of the Washington Association of School Business Officials. In the past he has been on committees at the Washington Society of CPAs and United Way of King County.

He has a BS degree in Accounting from Utah State University along with a Masters of Business Administration from the University of Washington
